I think he was meant to portray the Monkey King in a humorous kind of way, the entrire movie has a funny undertone. But it still freaked me out, the same way it probably did you. And agreed on JL's acting abilities, they are not top notch to say the least 
Thanks for the little inside info about Chinise mythology
Great way to swing in a couple of staff-related Thranduil piccies. Though I might never look at that staff ever the same, Monkey Kings' magical staff has screwed me up a bit I'm afraid

Hee... how can a truism from Thranduil get old
Mine is is a 2002 printing. Seems to be part of a Tolkien book run cos the artwork theme is repeated on HoME too.
