The book indicates the arrival of the elves caused the lone Black Rider to retreat.

Had the Nazgul gathered I wonder if the elves could have resisted them. Gildor Inglorion of the House of Finrod - Noldor elf - was the apparent leader. It is unclear what such a confrontation would have resulted in. Nor is it clear the elves bore any weapons. Gildor was apprehensive upon learning of the Black Riders, however, he seems sure the hobbits were safe for the night.
