Since both are fully human, and Captain America only has a shield plus natural strengh vs a man with a sword who knows how to use it...edge...Aragorn. Though, it could go either way...Captain America would win in a grapple.

He is the genetic result of a super-serum formula which changed his body at the genetic level. So while not "super powered" he is very enhanced. Sorry to be such a horrible comic book geek! Aragorn is a mighty fine physical specimen too. I like this battle a lot.
