I've tried to decipher and transcribe it. I've managed two first sentences:

The word ovol is strange. I cannot analyze it. Maybe I am erroneous?

His Sindarin is really very good. I think the text was translated by David Salo from the LotR and H films. I have tried to reconstuct the whole text and this is the result (it still has obscure places):
