No way Bilbo is riding a barrel through that.
I'll have to say that I never (EVER) envisioned the barrels in any environment close to that.

It may not make it to the final cut. In the last video blog from PJ we saw shots of them currently filming thoose scenes. So are these just pick-up shots? I may have missed it in the article, but are they filming simply for that rapid (effect). They may have filmed both upstream and downstream of this particular photograph.

I always imagined that the river course involved some sort of rapids. Especially as it describes how the Dwarves had been bashed about and bruised.

 There's plenty of outcomes/explanations.
Edit: Is your concern more that you didn't imagine a rapid environment, or that Bilbo wouldn't be able to hold on?

. . . as that bit is from the song the elves sing while dropping the barrels into the water. (Had to double check . . . I didn't remember that part . . . it was in the song, and I have always ignored a few of the songs)

. . . a "rapid flood" doesn't mean Type 2 or 3 rapids. Also, I believe, during this time Bilbo maintained his perch on the top of a partially flooded barrel. 'Fast moving, rapid' is one thing . . . 'rapids' are something entirely different.

It makes sense for them to be vertical and horizontal depending on contents (dwarf or no dwarf), whether they are broken (water logged or not), weight of contents, and ultimately centre of gravity.

Don't remember ever seeing the Alan Lee version before . . .

It's the sluice gate for the hydrodynamic system they have stablished in the country (New Zealand being a completely non-nuclear state and all) and every week (Sunday, I believe) they have to open the sluice so the river doesn't overflow. It's incredibly awesome when they do this. This massive gaping, rocky gorge of a riverbed is filled by a torrent of rushing water in a matter of minute.
And, frankly, I like the look of this for the Hobbit. The fact that the rapids are humongous (especially to a hobbit) would definitely play up the whole "we leapt out of the frying pan and into the fire" aspect of escaping the Elvenking's Halls.

It's perhaps more dramatic than what we expected, but it's forgivable. Imagining all the difficulties Bilbo had trying to ride the barrels while in a swiftly flowing river worked on book, but it might need some upping to look just as difficult on film too. Especially if it's going to be part of the climax.

PJ uses a .75 to 1 ratio for the difference between humans and hobbits. (I think it's closer to 1.66, but that's beside the point)
