I always just considered pipe weed to be tobacco, as that is what JRRT smoked and enjoyed. However, popular culture has taken its weed status and in the 1960s to the present it was often thought of a marijuana. There is quite a bit of uncertainty in the description and history so it could be any plant you imagine. I think Tolkien would have been surprised, maybe disappointed but ultimately possibly amused at how his pipe weed took off in popular imagination.
