That's what I meant; that Peter is a sponge and gains his powers just by being around others who have them. And he's been around his mother all his life. When we first met him he didn't know how to control them, they'd just happen to him randomly when the person was nearby. What she has, Peter should have whether he knows it or not. So Ma Petrelli's power wouldn't be something overt like firestarting, or Peter would have been setting things on fire as a child, or at least as a teenager if powers don't manifest earlier (though Claire's obviously did as a baby). It's either flying, like Nathan, or something "mental", which he might not have realized, but might have given him a sense of special "connection" to his mom, as he'd have it around her.
I wonder...could it be foretelling dreams, maybe? Peter dreamt he could fly before he ever did, he's had recurring dreams about going nuclear, and he had that vision-thingy of Sylar when he was in jail. Maybe Ma Petrelli has already dreamed all the things that could happen to her boys and Claire....hmmmm......the Galadriel's Mirror power: things that were, things that are, things that might be, that won't be unless people go out of their way to prevent them (like exploding men?)....that'd be interesting.
