Radagast's spell Can't Post

While searching online for a translation to the magic words Radagast uses to heal Sebastian/scare off the spiders, I came upon this in a work of fan-fiction based on the film and seemingly taken from the screenplay, but with this added translation:

"Lerya laman naiquentallo. Sí a hlare ómaquettar. Na coilerya en-vinyanta. Sí a hlare ómaquettar. Na coilerya en-vinyanta."
(Translation: Free the animal from the curse. Now hear words of my voice. Be its life renewed. Now hear words of my voice. Be its life renewed.)

Can anyone who knows Elvish well confirm whether this is the right/wrong translation? If wrong, what does it translate as?

I can't confirm or deny what he did say, but someone in a previous thread thought Radagast's spell was the same one Gandalf used to free Theoden from Saruman's spell/influence in TTT.

There it is: dwarves are not heroes, but calculating folk with a great idea of the value of money; some are tricky and treacherous and pretty bad lots; some are not, but are decent enough people like Thorin and Company, if you don't expect too much.

I don't know Elvish myself (alas!) but this bit of Quenya dialogue as well as the translation seem to be taken from here:
