They are the shortest, however they are like little panzer tanks- very thick and strong.

I'm always amazed that Gimli could keep up with Aragorn and Legolas during their chase across Rohan. Pound for pound, pretty tough little "panzer tanks".

He was huffing pretty darn good during that run Then again, he had to take two strides to every one of theirs, and was the only one sporting probably an extra 100 pounds of armor, so yeah- that's a good example of how he's probably a LOT stronger than those two! Plus, think about how heavy he is- he had to be paired with the light Legolas on the horse after this little jog due to his weight (of course, they were friends at that point, but still I do think his weight factored into that, IIRC). Muscle weighs a LOT more than fat- not that Aragorn and Legolas were fat by ANY means, but he was a full two heads shorter and was still heavier than they were- that indicates more muscle (and his armor again probably factored into that- but he had to be strong to wear it during that sprint and still, with two steps to one, keep up).

From the age of 40-240, dwarves are in their prime. They do not age physically beyond adulthood until 240, in which they rapidly decline in health (aka become weaker) in the short span of ten years. They don't age until the "end of their life", in other words. So if we're talking elves and dwarves in their prime, then I would have dwarves stronger, but elves more skilled in battle due to long years to practice and keener eyesight and agility. If we're going beyond that scope of age for dwarves, then yes elves would be stronger than elderly and child dwarves.
