That would seem to imply that the four legged form predates the two. However, in western images this isn't the case - both appear as far back as I can find, with lots of other variations too. In short, I don't think there is a single "traditional" form.

Perhaps this quote was intended as a shorthand for what some people today think of as "traditional" dragon?
