I was a bit muddled on my book-lore, but now that has been rectified. The W-K had waged war in Arnor for centuries, obviously longer than a normal life-span, so in the primary book-lore, perhaps they had been sighted earlier in wraith form.

However, in the films, it would seem to me, that their ghostly appearances are new to the WC. Also, with the mention that the W-K and his minions were 'buried', I tend to think that they had a corporeal immortal form that 'faded' into their new wraith body. How do you bury a wraith? This is all highly speculative, but I do think that the drama would be enhanced in the films if the Nazgul were revealed for the first time here. In that case, the mention of their return in FotR would bear more weight, as their original advent heralded the return of Sauron.

Just head-canon here..
