When Elrond founded Imladris , most of the residents were Noldor who had fled Eregion and Sauron's killing of the ring-makers. It is highly unlikely that any Sindar lived there, although naturally all were welcome. Silvan elves prefer to live in the forests. Even when Frodo arrives it's noted that Elrond's house still contains several "lords of the west"- the Noldor. Almost all the Elves Frodo met up to this point are Noldor (Elrond himself is considered a High Elf)- Gildor's group and Glorfindel are all Noldor. Hence it is Noldor who live in Rivendell, mostly because the First Age is "remembered" there.

... I note that in The Road Goes Ever On Tolkien wrote 'mostly' High Elves in Rivendell, which in my opinion leaves a bit of room for other Elves. I also think High Elves can refer to the Eldar of Middle-earth, which includes the Sindar (in Appendix B High Elves seems to include the Sindar in my opinion) -- but in RGEO Tolkien is clearly using High Elves to refer to the Noldor, as is usual it seems. Of The Rings Of Power relates that in Eriador Rivendell was the 'chief' dwelling of the High Elves, but there was a remant of Gil-galad's people in Lindon. This seems to indicate a lot of Noldor too, but the same tale also generally notes: 'In all the days of the Third Age, after the fall of Gil-galad, Master Elrond abode on Imladris, and he gathered there many Elves, and other folk of wisdom and power from among all the kindreds of Middle-earth...' Sill it's a bit vague. And in Words Phrases and Pasages, entry yrch, Tolkien wrote: 'Avari would not, at this period, be found west of the Misty Mountains. In Eriador such Elves as remained, or were gathered under the protection of Elrond, were either Nandor, or else Sindar and Noldor, fugitives from the destruction of Beleriand at the end of the First Age.' Again arguably vague enough. Anyway, although you start off with the word 'most' too, you then go on to say it's highly unlikely for Sindar to have lived there, and suggest that there were no Silvan Elves, and seemingly end with the suggestion (in my opinion) that it is only the Noldor who live in Rivendell. Although if you didn't mean that then maybe we basically agree on Tolkien's choice of mostly High Elves in Imladris, in RGEO.
