I think it's meant to question why Legolas couldn't take down the Berserker but had no problem singlehandedly dispatching both a Mūmak and the Haradrim on its back.

While the Haradrim probably were not used to enemies who could shoot so well, and climb so well as to get all the way to the top of such a massive animal.
