So there is a reason why they created a new one... not only to give us a LOTR flashback (/forward). Perhaps we see WHY or WHEN he becomes the eye. When Saruman tells Gandalf about a lidless flaming eye he imidiately knows that it is Saurons form. Why? Because he already met him that way.
