It's really impossible at this point to fix the chronology, since it all contradicts one another.

On this topic, why did Tolkien make the 17 year gap anyway? Just seems useless to me.

Perhaps Tolkien just liked the symbolism of having Frodo reach the same age that Bilbo was when Gandalf sent a lone Hobbit on an adventure with 13 Dwarves.

and become his own man, out of the shadow of Bilbo, before he was uprooted.

There is Tolkien's own timeline, but no film continuity to keep. At bare minimum, at least a year has to have passed between Bilbo's birthday party and Frodo leaving the Shire. There just isn't time enough for Gandalf to leave, find things out, come back, leave again to consult with Saruman, and still allow Frodo to leave and reach Rivendell, all in just over a month. So, we do know that it couldn't have been a matter of mere weeks that have passed.
