Is Oin hard of hearing? Can't Post

At first I wasn't really paying attention and thought it was some kind of musical instrument or strange smoking device, but I watched the trailer again recently and noticed that Oin actually holds the thing next to his ear. I can only find images of him using it during the Bag End scenes, when Thorin is addressing the dwarves. Is Oin hard of hearing? I wonder why the device turns up and not to the side - still quite interesting!
