The image of them making their way around the side of the cliff with hoods and cloaks on is probably related to the rainy stone giants scene from Comic-con. Makes sense to wear them then.

In general, it seems that they've used the colors of the hoods as an overall color scheme for the dwarves, even if the hoods themselves are not present. Dori and Nori had purple hoods, and Ori a grey hood. For the movies, the three are predominantly outfitted in purple and grey. Bifur and Bofur are outfitted mostly in (mustard) yellow. Bombur has a similar color scheme as Bifur and Bofur, but seemingly with a very pale green tint to it. Balin, of course, practically all red. Óin is grey, Glóin a dark maroon that borders on brown. Kíli with a blue hood and shirt. Thorin, predominantly blue.

I believe it is from the same sequence. In the ComicCon footage with the stone giant, we can see that the dwarves are wearing their hoods. My guess is that the dwarves will wear their hoods when it is either rainy or cold... In any event, I love the way they look with them on. Cannot complain at all about the costume work I have seen thus far.
