As you say, that soft of repetition is pretty common in storytelling and in books that are written to be read aloud. And I think "rocks and blocks" is meant to be the sort of thing a goblin might say. I did a quick google search and found out it's a popular name for landscaping companies :-) I wonder if the owners are Hobbit readers.
