In a vain attempt to be voted supreme dictator of middle earth he decided to be more open minded and turned the rainbow flag into a cloak. Thereby earning the votes of all the hairdressers in mirkwood. You know the ones paid to keep Legolas' hair so perfect despite the seamingly endless number of conflicts and near death encounters.
