Isaiah 45:7 I form light, I create darkness; I make well-being, I create woe; I, Adonai, do all these things. This seems to be true of Eru in the origin of Melkor from his creation. There is always the life/death - yin/yang - male/female - good/evil - holy/un-holy - angelic / demonic aspect in creation. A totally "good" universe would have no center - good would not be a known value as there would be nothing to compare it against. So he had the greatest power. As a product of Eru this was all part of the plan even if Melkor did not realize it. Manwe was to "improve, carry out and complete" the works of Melkor.
