Just as the Witch-king goes in for the kill, his ring abruptly powers down when Sauron takes his One Ring off for long bath, leaving the Witch-king as just a spirit that Dracula can shoo away with a flip of his cape.

Thuringwethil - female vampire servant of Sauron - "may have been a maia".........in that case, she might exceed the Witch-King.
Re Count Dracula....an immortal vampire unless the Witch King drives a wooden stake into his chest...and Witch King - an undead - probably slight edge to the Witch King because Drac does have a kill zone.

Witch King doesn't seem to have any problems with daylight while Dracula (not being one of those shiny vampires) doesn't stand a chance in the sun.
