Location of Tom Bombadil's House Can't Post

Why was his house "under hill"?

Relatively speaking, the house was not on the highest point of land; it was "under" a higher hill nearby. [In reply to] Can't Post

Although Tom's house was up hill from the Forest, where the Withywindle rose, there was an even higher hill behind it. Thus his house was "under" that hill.
"There was Tom Bombadilís house before them, up, down, under hill. Behind it a steep shoulder of the land lay grey and bare, and beyond that the dark shapes of the Barrow-downs stalked away into the eastern night." - LotR I.6, bold by squire

Basically, he had the Barrow Downs starting just up and over the hill. [In reply to] Can't Post

As mentioned in the recent book read through, his house would have been visible all during the great war against the Witch King of Angmar and Tom and Goldberry would have been surrounded by the action. We have no idea what took place with them at that time.
