Could this just be a "test" series?

The announcement states potential for a "spin-off" series. I wonder if this will be a prequel to Fellowship of the Ring, to test how audiences react and see if there is a market, before making a full Lord of the Rings series? I'd imagine Amazon doesn't want to commit to making Fellowship of the Ring without knowing if it will get cancelled, as it will make their service look bad to have a failed Lord of the Rings series attached to their brand. So maybe they want to test the waters first and see where demand takes them?

Maybe even a test for the estate whether they would trust the team with stories of the Sil?
"I am afraid it is only too likely to be true what you say about the critics and the public. I am dreading the publication for it will be impossible not to mind what is said. I have exposed my heart to be shot at." J.R.R. Tolkien We all have our hearts and minds one way or another invested in these books and movies. So we all mind and should show the necessary respect.

Use the first couple of seasons to get audiences acclimated with this new take on Tolkien's mythology. Should the first couple of seasons prove successful, and should people get on-board with the new creative team, move into re-adapting The Hobbit and The Lord of the Rings. By that point, nearly 20 years will have gone by since Return of the King was released. That's my wish. I don't know if that's what they have planned, but if you're laying down $250 million up front just for the television rights alone, and then planning on spending $100-$150 million per season, I'd like to think that they'd put the actual books to use. I'm all for adaptations of The Silmarillion (if they have it) and/or The Last Alliance, but I cannot say I'd be very keen on them creating new characters and new storylines not found in Tolkien's texts. I'd prefer they leave that sort of thing to video games. Just imagine a Middle-earth television series that is able to give us adaptations of The Silmarillion, The Last Alliance, The Hobbit, AND The Lord of the Rings. All under the guidance of one creative team. The potential is enormous.

...and, thankfully, I don’t believe this to be the case anyway.
"The danger with any movie that does as well as this one does is that the amount of money it's making and the number of awards that it's got becomes almost more important than the movie itself in people's minds. I look at that as, in a sense, being very much like the Ring, and its effect on people. You know, you can kind of forget what we were doing, if you get too wrapped up in that." - Viggo Mortensen
