So when Ar-Pharazon came with his army, the nazgul feared the might of the numenorean forces so much they deserted Sauron?

I think it was an oversight by Tolkien, or he just conveniently left them out for the narrative, like with the last Alliance battles.

Sauron surrendered to Ar-Pharaz˘n without a fight, so it never became an issue. The Nine must have been sent to the East and South to rule distant realms in Sauron's name.
