Well, the fact that they are called House Elves implies that there are (or at least were) other kinds of Elves in the HP verse. However, my very shaky knowledge of HP canon does not lead me to believe that there is any explicit reference to these hypothetical other Elves.....so I doubt we can know for sure. Personally I like the idea quite a bit, though I do think they'd be either no longer in existence or else very reclusive.

That's along the lines I was thinking--the High Elves sailed into the West, retreated into the Nevernever, or are pining for the fjords.
