I've been thinking about the whole subplot about the Master wanting to get Bard out of the way, and I'm still not sure I fully understand it. The Master doesn't want to arrest Bard publicly because people will rise up against him, but then he just goes ahead and arrests Bard anyway. What makes it stranger to me is that he arrests Bard at a time when nobody was listening to Bard anyway, since he was the only person in town who didn't endorse the Dwarves' quest. So why did the Master bother arresting Bard when the guy's credibility had taken a hit anyway, and Bard wasn't showing any signs of fostering a rebellion at that point? Arresting a guy who'd committed no crimes (and Braga pretty much flat out said that) is still going to make the Master look bad in the public's opinion, and might have eroded whatever goodwill he'd gained by supporting Thorin, if the town hadn't been attacked that night.

with Bard's popularity at an all-time low, and with all the fuss about the send-off for the dwarves, he figured nobody would notice or protest - at least not right away. And if anyone did complain, he could probably count on Alfrid to trump up some evidence for him. Smuggled fish, that sort of thing. There's nothing like a handy diversion when you want to pull something underhanded or not entirely legal. The Master was nursing a personal grudge against Bard, and he'd been looking for an excuse to get rid of him for a while, apparently. But since he hadn't been able to find a good enough excuse while people were watching, maybe he figured a good opportunity while they weren't was the next best thing.

The Master already disliked and mistrusted Bard. As the heir of Girion Bard must have looked like a potential rival - and even though Bard didn't want power, the fact that he had that secret stash of home-made weapons surely suggests that he might have led a rebellion at some point. Bard made himself conspicuous by arguing against Thorin on the steps of the Town Hall. He lost that argument: from the Master's point of view that provides the ideal moment to move against him. Bard is out of favour with the crowd - but supposing later it turns out that he was right? Arresting him quickly before that can happen is the Master's insurance policy. It's what corrupt governments tend to do to anyone who opposes them openly.
For still there are so many things that I have never seen: in every wood and every spring there is a different green. . .

What Silverlode and dormouse said. The Master and Alfrid had talked about how Bard was too popular to move against, though they wanted to. When Bard became out of sync with the people of Laketown, when they wouldn't listen to him and sided with Thorin, when the whole town was not paying attention - the Master acted against him. What I would like to know was what was Bard planning to do with that cache of homemade weapons?
