Elrond's plea at the White Council has always been a puzzler. When evil is identified you root it our and destroy it. What is the down side? Unless there is some sort of peace treaty he is referring to that would be violated, but with who?
Then I get the image of the White Council sitting down at negotiations with the forces of darkness. Bolg, Azog, and the Great Goblin show up in sport coats and top hats. Bolg has a monocle (in his good eye of course). They sit down and politely discuss the formal designation of borders and apportioning of resources...which I find enjoyable.

when they're rooting out evil and destroying it. Human nature (presumably elven and dwarvish too) is to convince ourselves that the evil isn't a big deal, and it's OK if we just let it fester a while. Maybe someone else will do something about it, or evil will mar itself out of existence if we just give it a little more time, and wouldn't it be a shame to go off to war on such a lovely spring morning as this one?

Watchful Peace [In reply to] Can't Post

Tolkien's Watchful Peace was the period from TA 2063 to 2460, when Sauron fled Dol Guldur into the East to avoid detection by Gandalf the first the Wizard looked into the evil infesting southern Mirkwood. That didn't work in the context of the changes made by Peter Jackson for his Hobbit trilogy. My best guess is that the hard-won, watchful peace that Elrond speaks of at the White Council started with the entombment of the Witch-king of Angmar and the rest of the Nazgūl, which would place that event somewhere around the year 2540 (give-or-take a decade or so).

are reluctant to go to war except at great need, and tend to isolate themselves to hide away from the world, because they don't want to see their people killed. Being immortal, they have to live with these losses forever, and as such are loath to put themselves in peril.
