In the tales as a whole, then yes, showing Gollum mercy, finding the Ring, giving it up where all big deeds of Bilbo. But in the story of The Hobbit it was probably finding Smaug's weak spot. And the strange thing is that that was the one thing no-one remembered him doing!

I don't think you can isolate it to any single deed as not doing any of the others mentioned here would have negated the value of any other deed. Had he not shown Gollum mercy, Frodo would have failed in the end resulting in Sauron's victory. Had he not gone on into Smaug's chambers then Smaug would have lived to raid Rivendell and Lothlorien, thereby denying Frodo their aid and comfort, again resulting in Sauron's victory. Had he not given Bard the Arkenstone, the Dwarves and Elves would have come to blows sooner, resulting in diminished forces to turn back the Mirkwood orcs, defeat at Erebor and again Sauron's victory. Had he not given the ring up to Frodo ... well, you get the point.

So indeed, Bilbo's greatest deed was simply in being around to take ALL the actions that he did and setting the conditions necessary for Sauron's defeat. As Gandalf said, Bilbo was meant to find the Ring and Frodo was meant to bear it -- and Gandalf was meant to guide them both.

It was Bilbo's generous heart and kind spirit that made his actions work so well. Mercy, kindness, charity and courage were all essential components of his personality.

In The Hobbit, facing Smaug might have seemed his greatest deed, but in his lifetime, I think sparing Gollum was.

Adopting Frodo was done out of love and as his family duty. It was part and parcel of who he was.

Some people call it fanfiction. I call it story-internal literary criticism.
