If you were Eomer, would you let the dwarves to visit, even to work on those caves?
Knowing how things turned in the past with dwarves I can inagine after Gimli and Eimers demises that further generations of dwarves and rohirrim that are not so aware of the brave deeds of their people in the war of the ring would enter in conflict for those caves.
I imagine the dwarves growing in power there and over crowding the place and fighting in greed against the rohans for the rule of the caves...

To begin with, everything ought to be OK, based on personal friendships between Gimli, Eomer and Aragorn. Maybe nobody worried about events further ahead, or assumes that the Aglarond dwarves will remain loyal (I'm imagining complicated oaths and/or written contracts)?
I have a feeling (so it may be just my personal reading) that the dwarves are dying out in any case, and so aren't too likely to set up a colony that would become large and land-grabbing.

I didn't mean to sound dismissive of the idea (so my apologies if I did!) It sounds like a perfectly good scenario for fan fiction, war games etc. if that is what you had in mind.

In the book, Tolkien included quite a bit of discussion between Gimli and Legolas about going to tour those caves, so we might assume that dwarves would be welcome.

I got the impression they only saw them as fairly convenient natural storage cellars, not prime real estate. And the dwarves generally don't seem all that interested in the open grasslands that the Rohirrim prize for breeding their horses. So I'd guess the opportunities for friction wouldn't amount to much.
