Even Peter Jackson might realize that the Bearers of the Three would not want to use the Rings openly in the presence of Sauron. But, if not, then they should only be used for defense, not to attack. Not unlike the Force.

It probably is worth noting that it doesn't actually make any difference to the overall plot if they did. Sauron would go on to do the same things anyway, whether he was simply guessing the bearers or whether he knew at this point.
