I'm pretty sure it was Morgoth who made them. I know that Glaurung was the first dragon, perhaps to look up the history of Glaurung is worth a try. :)

We can speculate that Morgoth might have bred the first dragons from beasts from the Spring of Arda, perhaps merging their forms with the spirits of corrupted Ainur who had entered into his service.

I've always imagined that the original Dragons lived in the Far East. Morgoth can't create life, so I think he corrupted some good Dragons in what we'd call China today.
