Tauriel was meant to be a Wood-elf, going back to the character's original conception as Itaril. She was supposed to represent the view of the commoners among the Elven folk. Of course she was also a prodigy who was fostered by the Elvenking as though she were the little sister of Legolas, rather undermining the original intent. Apparently, Tolkien ultimately decided that the Wood-elves of Rhovanion were a branch of the Telari that abandoned the Great Journey, rather than Avari who arrived later. The Hobbit is a bit ambiguous on the subject.
