That's one of the things I like about him - although he became evil he wasn't always that way. Granted so did Morgoth and Sauron, but Saruman was loyal to the Valar for a really long time, which I think makes him more complex than the other two. After all, he probably fought (First War - Tulkas was the only one who came late right?, Battle of the Powers, maybe War of Wrath) in multiple wars against Morgoth!

Yet nothing is evil in the beginning. Even Sauron was not so. –Elrond at the Council Saruman began the road to evil when he occupied Isengard and began his search for The One, and achieved evil’s totality when ensnared by Sauron through the palantiri.
