That's a tough one. It comes from Flies and Spiders, of course; but I'm not sure who said it. I'm leaning towards Bilbo, because it is nicely echoed by Frodo in The Old Forest; but it sounds more like the dwarves, before deciding the burglar must climb the tree in which he sees the butterflies (or after he climbs down with no news). Thorin? Hmm...
I'll guess it is the dwarves, collectively (what JRRT calls "they")
