Nearly everyone has relatives whom they dislike. The Sackville-Bagginses simply fall into this category. Bad feelings between the two brances seems to start well before Bilbo found the Ring.

They never liked Bilbo (and later Frodo) before he found the ring and resented him even more after Bilbo came back from Erebor with his treasure and long life. They always wanted Bag End so this is the reason they didn't like Bilbo and his heir Frodo. It seemed to me that they family was disliked by many, and their son Lotho worked with Sauruman to try and enslave the Shire after the War of the Ring (Scouring of the Shire chapter). Overall, they were not very charming and probably many in Hobbiton didn't like him, not just Bilbo. I don't think the ring had anything to do with it.

But after the Ring's destruction, Lobelia, alone of her family, overcame this influence with her head-wacking umbrella. She even gave Bag End back to Frodo and in the end was revered throughout the Shire (or Westfarthing at least). (Whether or not she kept any silver spoons is unknown.)

Lobellia heroically resisted the occupation of the Shire with more spirit than most. And when he got back from his journeys, Frodo realized that there was not much point in continuing that stupid quarrel.
