Do you mean the Loki of Norse mythology, or the comic book adaptation of him? If the former, do you count the fact that he was confused/merged with Logi, a fire god, and so give him fire powers? Because a fiery Loki versus a fiery Sauron would be very entertaining to watch... as well as very crispy for the landscape.

If it's the Marvel Loki, I'm going with Sauron. Loki's plans aren't really all that great. (Even Tony Stark agrees with me.) However, if it's the genuine Norse Loki, things could get interesting... he was actually a competent trickster and started the end of the world. He might give Sauron a run for his money... as long as he left the shiny jewelry alone. Laugh
