My vote goes for Gandalf. Even with all of Dr. Banner's efforts he can't control himself that well,, and Gandalf is always in control.

He'd be able to defeat the Hulk by calming him down. After all, I don't think the Hulk is so much malicious as just very chaotic. If Gandalf can deal with great eagles and the mearas, he can deal with a Hulk. And then there's the fact that Gandalf can come back to life. Can the Hulk do that? Oh, wait, I forgot. He's a comic book character; they do that all the time...
