Film rights to CoH have not been sold, and almost certainly will not be for the forseeable future, due to the position of the Tolkien heirs that his works should not be filmed.

JRRT himself sold the rights to The Hobbit and LotR at a time when he needed the money. So that's all that's in play.

I think it's premature to fuss about director, These choices get made and changed, and the project doesn't even begin for over a year. Much can happen.
