Tengwar isn't a language, it's an alphabet. So you'd have to decide if you want the Tengwar letters to spell out "FREEDOM" or to spell out the Elvish word for freedom. And if the latter, you'd need to choose which Elvish language, Sindarin or Quenya.

This site has a dictionary of Elvish words: http://www.nevrast.net/dictionary.html It doesn't list a word for "freedom" but "free" is on there. In Sindarin, it's Lain and in Quenya, it's Mirima.

Once you know which word you want to spell out, match the letters to their Tengwar equivalents. This site has some charts that show how the letters match up in various languages (Sindarin, Quenya, English, etc.): http://www.omniglot.com/writing/tengwar.htm
