The short answer is that the Dwarves, as Aule had created them, were mere puppets who could only have reflected his will and thought: acting when he wanted them to, immobile when his mind was elsewhere. It was when Iluvatar gave them life (first shown when they crouch in terror at Aule's oncoming destructive blow) that they truly became one of the Free Peoples.
