I mean yes, they could make rides and food stands that are Middle Earth themed, but there is no way that Middle Earth can be commercially recreated. Simply because one of the most important aspects of Middle Earth is the people that live in it. Having a place that looked like Middle Earth, but was crowded by modern clothed and gadget twirling tourists would be a travesty.
