...likely one who does costuming in general.

There are people who can take a look at a picture and make something on their own. In my area, there are certain people who are known for costuming. Talk to people who are involved in Renaissance costuming or perhaps Regency societies or Civil War recreationist or something.

Or try looking online. People who are making other LOTR inspired costumes may be able to do the shirt.

Liscensed LotR apparel used to be readily available from the Museum Replicas catalogue (MuseumReplicas.com), but all the company seems to have now are the reproductions of the weapons. They do carry other medieval and renaissance clothing that might suffice.

My wife says that you might just want to purchase a white, button-down shirt from a standard retailer that is a reasonable match and dye it the appropriate color. Make sure that the shirt is 100% cotton and wash it thouroughly without fabric softener. Modern plastic buttons can alway be replaced with natural shell or wood ones (available at Joann Fabrics and other fabric/sewing stores).
