Whence fourth Hobbits ? Can't Post

There are creation stories for the other races, are hobbits addressed ? Thanks.

Fourth Hobbits? Maybe they're just Third Hobbits in the Third Age?

There's very little information about the origins of the hobbits. We know that they're related to Men but not the exact details of their kinship. It can be assumed that they were created by Eru Iluvatar, just as Men were, or that they evolved from a particular branch of the kindred of Men. Not sure why this breed was much smaller though (and furrier).

They don't enter the stories until the early Third Age, at which point they were living in the Vales of Anduin alongside the Northmen (ancestors of the Rohirrim). They eventually move westward to get away from the growing darkness of Mirkwood and cross the Misty Mountains. They begin their Wandering Days, which lead them to the Dunland/Enedwaith region for while. Some of the Stoors remain behind here and the other hobbits move northward. Eventually, two hobbits named Marcho and Blanco found the Shire. I think that's all we know of their early history.
