It's quite hard to choose, I suppose. Melkor was the most powerful of the Ainur, yet he was still defeated. It comes down to how one defines "powerful".

Eru has the power of Creation, so he would create huge gargantuan fists of stone for himself, as big as the biggest body Morgoth could assume (when he still could). Heck, he could throw a continent at Morgoth if he wanted. He bent Middle-earth all round at the end of the Second Age, and I suppose he did it with one hand.

I guess the answer depends on how we interpret the question. In a match of pure physical strenght, I could put a good deal of money on Tulkas. Even Melkor was afraid of him. But then as for other powers, he'd hardly be considered the most powerful.

Haven't read the "Silm" or any of the appendices in ages, so I can only really think of characters that are featured prominently in LOTR/Hobbit. However, I feel one of the great things about Tolkien's works is that real "power" had little to do with physical strength. That said, in a battle, a few very powerful beings might be: Good: Elrond, Glorfindel, Galadriel, Bombadil, Gandalf, Eagles Honorable mention: Beorn, Aragorn Evil: Sauron, Balrog, Witch King, Ungoliant, Shelob, Saruman (before he lost his power, obviously), Watcher in the water, Smaug Maybe the Mountain Giants mentioned in the Hobbit, not sure if those should be under good or evil
In the movies Elrond, Denethor, Haldir, Galadriel, and Celeborn stink.
