Radagast was never part of the white council...I doubt there was time to gather the rest for an emergency meeting. Theoretically, all three (five?) Istari were members of the White Council--at least in potentia. The two 'Blue Wizards' were, of course, missing in action; however, Radagast's lack of participation was completely his own fault.

Aside from being the mightiest of Rivendell's Elves, aside from Elrond, and his close friendship with Gandalf and Elrond, at Elrond's council he comments on events from White Council meetings, concerning Saruman, etc. Still a great picture. I mean to put it on my social media. While he is never specifically named in the Council, it is odd he would be ignored. Why would the Council purposely omit a Wizard? Don't say his advice wouldn't be useful, because Elrond sent his sons to consult with Radagast. Members known: Cirdan (who isn't in the picture yet was in ROTK) Galadriel Gandalf Saruman Elrond Members that could be assumed: Celeborn Glorfindel Radagast Erestor "Hear me, hounds of Sauron, Gandalf is here! Fly if you value your foul skins, I will shrivel you from tail to snout if you step within this circle!" "Do not be to eager to deal out death in judgement. Even the very wise cannot see all ends."

In terms of making a quality and approachable movie for the casual fan, introducing Cirdan, Glofindel and Erestor into the story not long after introducing the 13 dwarves would be very tricky to do... That's still a bit of a cop out / sop to the lower common denominator, and an unneeded shame given the fairly minor addition of an actor in a beard (Cirdan) and a slightly wider shot to get Radagast in there with a line or two. You don't exactly need to introduce them to the audience or take up screen time to show them. Think Ioreth in the houses of the healing (albeit that was in the ROTK EE). Minimal cost and I'm sure that casual fans aren't that thick that they'd (literally) lose the plot. More dedicated fans would nod sagely and appreciate the correctness. Besides, the complexity and number of characters in Game of Thrones and Harry Potter don't seem to have dented their mass appeal any. I'm far from convinced that including a couple of extra characters in the White Council would make the film any less approachable to a casual audience. The film will still be successful as a result of the success of the LOTR films which means the "casual fan" market who would be flummoxed by Cirdan/Radagast would surely be relatively small).

After all, the Council of Elrond had a number of extra people that never spoke, and it gave that scene some real-world color.

There may be plot/character reasons for Radagast to be absent, but yes, there's no particular reason there couldn't be some random Rivendell elves in the background (and maybe there will be!). But this is assuming there is something akin to a formal White Council meeting in the films, and not just a couple ad-hoc discussions among the individuals who happen to be there.
