According to the article, which came out on Thursday. It said he's delivering final cut on Saturday, so yesterday. Or does commence mean he's only starting with the final editing process, which could last X days?

He hasn't delivered it yet.
This means the first assembly (or string out) and rough cuts are done.
Sir Peter will himself be celebrating the milestone this Saturday by heading into the edit booth to commence the final mix for The Hobbit: An Unexpected Journey.

I do wonder what their source was for this...? Someone close to the production, or is it hearsay? In any case, PJ will probably fiddle with it for the next three months as he did for the LotR films (especially RotK) right up until release.
I wonder if we may see more reshoots or (more likely) ADR to really firm up the form and ending of the movie?
My Top 5 Wish List for "The Hobbit"
5. Legolas will surf down Smaug's neck
4. Bilbo will be revealed to a Robot
3. Naked PJ cameo as Ghan-Buri-Ghan
2. Use of not only 3D, but smell-o-vision, plus the inclusion of axes coming out of the seats and poking the audience when appropriate
1. Not only keep the claim that Thorin & Co. ran amok in Mirkwood "molesting people", but depict said incident in vivid detail!!!!!

There is still a lot to do but it is is encouraging to see this.
VFX will probably go down to the the very end and grading and finishing are obviously last.

but it is a New Zealand news source and it is stated in a rather "matter o fact" way.
