Really, the question comes down to which is superior in battle: a lightsaber or a staff?

Yoda and Saruman could use the "force" ... Wink and Saruman could shoot out balls of flame.

Therefore, Saruman > Yoda Laugh

Hard to say, at first. Let's break it down.

Physical-only: lightsaber versus Glamdring & staff. Yoda is quite the sprightly one. Gandalf is pretty good too, but Yoda I think can jump circles around and above him. His lightsaber would probably cut through Glamdring & staff like butter unless they are lightsaber-proof through magic. Edge: Yoda.

Magic versus force powers?

Energy-type attacks: They seem rather evenly matched. Yoda can absorb any lightning or fire Gandalf might throw at him (assuming Gandalf would do such a thing. More likely they'd become pipe smoking buddies as someone has commented.) Gandalf can create a force shield against anything Yoda might do offensively. Toss-up.

Telekinesis attacks. They can each handle themselves in this type of combat, but Yoda, in terms of the movies only, seems more accomplished in that regard. Gandalf lost a telekinesis battle against Saruman. Yoda never lost in that regard, though he did lose to Palpatine in an all-out duel that included telekinesis. It's a toss-up.

Smarts versus smarts? Hard to say. both are wise beyond measurement. Gandalf is a bit more accomplished in terms of grand strategy. Didn't Yoda get outsmarted by Palpatine? Edge: Gandalf.

Lifespan versus lifespan? Gandalf is immortal and comes back if his physical body gets killed. Yoda is sorta immortal in the one-with-the-Force spiritual sense only. Edge: Gandalf.

Overall: Gandalf! by a very slim margin.
