I might say Shelob if the Balrog actually had flesh but how in Middle Earth would that work on fire. What would the chemical reaction be to her venom? Or would there be one? Idk, but that's a good question macfalk!

Due to sheer size and power. Shelob has her weapons, but the Balrog is bigger, and Shelob is so...squishy. Besides, Shelob doesn't particularly care for light and doesn't the Balrog have a fiery whip? It'd be Crispy Spider Barbecue Hoedown Time down on the Balrog homestead. Bring the kids. There'll be a cakewalk and a sack race.
