Sir Christopher Lee gave a powerful & commanding performance as Saruman in the Lord of the Rings trilogy while also helping in the guidance of the scenes as he holds much knowledge of the work of Tolkien having meet him on a number of occasions to discuss his writings.

Due to Sir Christopher's age of 88 (as of May 2010) & both installments of the films to again be set in New Zealand, he would not be able to comfortably travel the distance required for filming.

Sir Christopher has stated that he does not wish to be in the first film due to the fact that Saruman doesn’t appear in the book, but with the potential of the second film depicting the Council of Wizards (which Saruman was present) Sir Christopher stated that he would be interested in reprising his role as he was eager to show the corruption of Saruman, but due to the long distance he felt unable to contribute to the project.

Without the presence of Christopher Lee the film would be considerably lacking, so I believe that every effort should be taken (for the council scenes) to be filmed in the United Kingdom as so to incorporate this iconic British actor.
