I can't think of another reason for Elijah to be given the script, unless he was a guest at Fran and Peter's place and they all got royally drunk and in the midst of merriment Peter said, "Hey, guess what I've got to show you?"
Frodo might be used to book-end the story? Perhaps he'll be writing in the Red Book and gets to the meeting at Rivendell when news of Gollum's escape was announced, and he looks off into the distance to ponder how that came about...
